13The Wisconsin DNR is currently seeking legislative authority to establish managed hunts in Wisconsin. While managed hunts may increase the individually defined quality of the hunting experience through reduced hunter densities, reduced shooting hours, etc., they may also decrease hunting opportunities through limited access, lotteries, and state blinds. Question numbers 17-20 below pertain to extending the Canada Goose and Duck seasons. The federal framework allots a specified number of allowable hunting days for Canada Geese and ducks. Any extensions of the Canada Goose and duck seasons will need to be taken from the allotment that Wisconsin is granted by the federal framework.

22Current open water hunting regulations prohibit the hunting of waterfowl from anchored boat blinds on rivers and streams. There is an exception for "jump shooting". This prohibition eliminates hunting opportunity from thousands of acres that could be hunted using boat blinds that could be anchored immediately adjacent to the shoreline and removed daily. Would you favor a change in the Wisconsin open water hunting regulation to allow hunting from anchored boat blinds on rivers and streams?

The implementation of voluntary conservation practices on Wisconsin's privately owned lands can greatly improve wildlife habitat and water quality, and thus the quality of hunting and fishing opportunities throughout the state. Interest in preservation and restoration of wetlands and riparian buffers on private lands is high, however the property tax burden for holding or restoring wetlands and other conservation lands proves to be cost-prohibitive for many landowners. Please answer the following two questions regarding this issue:
