22Current open water hunting regulations prohibit the hunting of waterfowl from anchored boat blinds on rivers and streams. There is an exception for "jump shooting". This prohibition eliminates hunting opportunity from thousands of acres that could be hunted using boat blinds that could be anchored immediately adjacent to the shoreline and removed daily. The implementation of voluntary conservation practices on Wisconsin's privately owned lands can greatly improve wildlife habitat and water quality, and thus the quality of hunting and fishing opportunities throughout the state. Interest in preservation and restoration of wetlands and riparian buffers on private lands is high, however the property tax burden for holding or restoring wetlands and other conservation lands proves to be cost-prohibitive for many landowners. Please answer the following two questions regarding this issue:
