One of the key arguments in support of health care reform was that Americans would have the option of "keeping your current health insurance plan if you like it" under the grandfather rule. The Department of Health and Human Services Interim Final Rule on grandfathered health insurance plans indicates that as many as 67% to 80% of small business and individual plans could lose the ability to keep their current plan by 2013.

The National Association of Insurance Commissioners is in the process of establishing the final definitions on Medical Loss Ratios that will be presented to HHS. One possibility would be rating by state, rather than all association members together. This would essentially eliminate the "power of the association", which Communicating for America believes is a valuable benefit to our members purchasing their own insurance, providing the buying power and administrative savings of employer based group coverage and the flexibility and portability of individual coverage.
