A crucial stage in child brain development happens between the ages of birth to 5 years of age.  
Children whose brain "pathways" are less developed through educational stimulation by the age of 5 are less able to achieve gains in brain development as they age, compared to children whose pathways are developed through educational stimulation.  
Statistically, children who receive educational stimulation through early care and education are less likely to be placed in special needs classes by third grade, versus children who were not exposed to educational stimulation in early ages.

Children from low-income communities are placed in special education at the rate of 18%. Quality early childhood education programs cause the rate to drop to less than 3%.
