*Create and disseminate a health equity lens tool that can help assess policies and programs for disproportionate impacts on specific populations and recommend modifications that would improve health equity

 

*Provide resources to increase the capacity of Oregon's diverse populations to improve community health

 

*Meaningfully engage diverse communities to ensure that the impacts on health equity are considered when developing, implementing, and evaluating policies and programs

 

*Collaborate with K-12 and higher educational institutions and employers to diversify the health workforce and ensure that all workers have the educational and employment opportunities to move up the career ladder

 

*Increase the cultural competency of the health workforce to more effectively work with diverse populations

The improvement strategies for reducing tobacco use were identified as:

*Increase the tax on tobacco products and use the revenue to fund tobacco use prevention efforts


*Ban the free sampling of tobacco products


*Increase the number of environments where tobacco use is prohibited


*Adopt and implement tobacco-free campus polices for state agencies and properties.


*Ensure that evidence-based, comprehensive tobacco cessation  programs are available to Oregonians

The improvement strategies for reducing obesity were identified as:

*Create and implement nutrition standards, including eliminating the sale of sugar-sweetened beverages, for all cafeterias, stores and vending machines at all state agencies.


*Reduce consumption of sugar-sweetened beverages by raising the price through an excise tax of $0.005 per ounce and dedicate proceeds to a statewide evidence-based obesity prevention effort.


*Secure dedicated funds to support active transportation (public transit, inner-city rail, bicycle and pedestrian) projects


*Promote and support physical activity throughout the work and school day through organized worksite wellness policy programs

 
*Support legislative efforts to support Farm to School, Farm to Institution, School Gardens through Oregon State Lottery funds.

*Commence a formal, cross-sectoral (e.g., including representatives from behavioral health, public health, and education) planning process to identify the most effective policy solutions for preventing substance abuse, with an emphasis on alcohol abuse prevention.


*Examine the overall political feasibility of increasing beer and wine taxes.


*Collect and analyze baseline data on the availability of culturally and language competent behavioral health providers.

The Oregon Public Health Division is implementing an agency-wide strategic plan with 11 priority areas: Preventing tobacco use; Decreasing obesity/overweight; Reducing suicide; Reducing heart disease and stroke; Community resilience to emergencies; Preventing family violence; Supporting Coordinated Care Organizations; Public health accreditation; Health in all policies; Health impact assessments; and Epidemiology and surveillance. The first two strategic plan priority areas, relating to tobacco and obesity,  are reflected in the Statewide Health Improvement Plan. Should any of the remaining nine pirority areas be folded into the statewide health improvement plan? If yes, which ones?
