Program Definition and Requirements

Frederick BusinessWORKS is an effort to support both workers and employers with the opportunity to build and maintain a quality workforce and increase both participants' and companies' competitiveness.   This program offers incumbent worker training under the Workforce Innovation and Opportunity Act (WIOA) and is designed to ensure that employees of a company can acquire the skills necessary to retain employment and advance within a company, or to acquire skills necessary to avert a layoff.

Private sector (for profit and non-profit) businesses located in Frederick are eligible to submit an application.   Eligible businesses will develop projects (training plans), select the most appropriate training vendor, and submit applications for FBW funding directly to the FCWS staff.  Staff from FCWS will review the application to ensure that the proposal meets all of the minimum program requirements.

Training activities must be specific to the occupational skills of existing workers, and relate to the strategic goals and objectives of the company. 
 
Business requirements:
The business will develop training projects and select the most appropriate training vendor prior to completing an application.   Applications are submitted to Frederick County Workforce Services. Approval must be obtained before the first day of training.  Reimbursement can not be applied retroactively.

For approved training projects, the business is required to pay the entire cost of training up front.  FCWS will reimburse the business for 50 percent of the actual training costs ($1 for $1 match from the employer).   Reimbursement is provided after the training is complete and the business submits the required documentation.

Training Requirements:
The training needs and costs must be reasonable, necessary and clearly related to the purposes and activities of the business.    Priority is given to training that results in participants receiving an industry recognized credential,  leads directly to a promotion and/or wage increase, or averts a layoff.

Training funds are only available to cover the cost of tuition and training materials.  Travel costs, capitol costs, and business equipment are not able to be reimbursed.

In general, training should be short term in nature, not to exceed 4 months in duration.   Training activities must be specific to the job, increase the occupational skill levels of existing workers, and relate to the strategic goals and objectives of the company. Exceptions to this requirement are initiatives directed at English as a Second Language (ESL) courses or activities designed to improve Workplace Literacy. 
 
Employee Criteria:
Training will be approved for full-time employees that are working at a Maryland location.   All trainees funded with this program will be required to complete a profile in Maryland Workforce Exchange (www.mwejobs.maryland.gov).  Additional information will be collected including a picture ID and salary verification. Employees receiving a salary higher than $80,000 per year are only approved for funding when participating in a group training where a majority of participants fall below that salary.
